1. Program Overview

  • Partners include Sacramento County Department of Human Assistance (DHA), Consumer Credit Counseling Services of Sacramento (CCCS), and the Sacramento Credit Union (SCU).
  • Sacramento County Board of Supervisors approved DHA to guarantee low rate automobile loans using CalWORKs funds.
  • DHA will refer employed CalWORKs recipients who are earning at least $1,075 in gross income each month and who meet other criteria for the program.
  • CCCS will provide a series of classes covering many consumer credit issues.
  • SCU will provide the funding for the vehicle loans at a low interest rate.

2. Goal

  • Provide vehicles to employed CalWORKs recipients who would not otherwise qualify for an automobile loan.
  • Result in longer job retention or assist the recipient to seek employment with a better career ladder.
  • Provide an opportunity for employed CalWORKs recipients to improve his/her credit record.

3. Why is the program needed?

  • Provide vehicles to employed CalWORKs recipients who would not otherwise qualify for an automobile loan.

4. What are the benefits?

  • Increase in job retention for the recipient.
  • Assists the recipient to achieve self-sufficiency and long-term success.
  • Provides a low rate loan to employed individuals who otherwise would not qualify for a loan.
  • Helps employed CalWORKs recipients to re-establish their credit rating.

5. Who is eligible for this program?

CalWORKs recipients who live in Sacramento County qualify for this program if they meet all of the following requirements:

  • Is a current CalWORKs recipient in Sacramento County, and
  • Is employed with a job that is permanent (not temporary) in nature for at least thirty (30) days, and
  • Has gross income (before taxes) of at least $1,075 per month, and
  • Has no vehicles registered in his/her name, or
  • Does not own a vehicle or vehicle does not run and has been denied funds to fix it by his/her worker, and
  • Has not received a vehicle through Sacramento County's Auto Loan or Wheels To Work Programs, and
  • Has a valid California driver's license, and
  • Has received no vehicular felonies or DUI's.

Note: The SCU may have additional eligibility criteria
