Program Overview

  • Partners include
    • Sacramento County Department of Human Assistance (DHA)
    • Department of General Services (DGS)
    • Lutheran Social Services of Northern California (LSS)
    • Sacramento City Unified School District
    • Charles A. Jones Skills and Business Education Center (SBEC)
    • Sacramento County Department of Human Assistance (DHA)
  • Sacramento County Board of Supervisors approved DHA to purchase approximately fifty (50) surplus county vehicles per year from DGS using CalWORKs funds.
  • Price is set using the Kelley Blue Book computations.
  • DHA will refer employed CalWORKs recipients who are participating in a Welfare-to-Work Program, who cannot utilize public transportation and who meet other criteria are eligible for the program.
  • DGS will assist in the selection of the vehicles.
  • SBEC students will perform a diagnostic evaluation of each selected vehicle to assure the safety and reliability of the vehicle.
  • LSS will match the referred recipients to a vehicle and assist the recipient to complete all of the necessary paperwork.

Goal

  • Provide vehicles to employed Welfare-to-Work participants who cannot utilize public transportation and cannot afford to purchase a vehicle.
  • Result in longer job retention or assist the recipient to seek employment with a better career ladder.
  • Provide a training opportunity for students of the automotive program at the Sacramento City Unified School District, Charles A. Jones Skills and Business Education Center.

Why is the program needed?

  • Lack of adequate transportation has been one of the major barriers faced by public assistance recipients to finding and keeping employment.
  • Many recipients cannot afford to purchase a vehicle needed to retain their current job.
  • At times, public transportation is not appropriate due to the recipient's work hours, job location, or the need for multiple stops due to child care needs.
  • Some employed Welfare-to-Work participants cannot utilize public transportation.

What are the benefits?

  • Increase in job retention for the recipient.
  • Assists the recipient to achieve self-sufficiency and long-term success.
  • Provides a vehicle to employed individuals who cannot afford one.

Who is eligible for this program?

CalWORKs recipients who live in Sacramento County qualify for this program if they meet all of the following requirements:

  • Is a current CalWORKs recipient enrolled in a Welfare To Work program, and
  • Is employed, including self-employment, and
  • Has no vehicles registered in his/her name, or
  • Does not own a vehicle or vehicle does not run and has been denied funds to fix it by his/her worker, and
  • Has not received a vehicle through Sacramento County's Auto Loan or Wheels To Work Programs, and
  • Has a valid California driver's license, and
  • Has received no vehicular felonies or misdemeanors in the last ten (10) years, and
  • Has received no moving violations in the last three (3) years, and
  • Has been a resident of Sacramento County resident for six (6) months, and
  • Meets at least one of the following qualifications:
    • Does not live within one (1) mile of public transportation, or
    • Job site is not within one (1) mile of public transportation, or
    • Job site is located out of Sacramento County, or
    • Must make multiple stops due to verified child care, or
    • Work hours are during a time when there is not public transportation available
