What are Homeless programs?

The Department of Human Assistance Homeless programs plan, monitor and coordinate housing and employment services for homeless individuals and families in Sacramento County.

STREET COUNT 2009

The 2009 Homeless Street Count was very successful-thanks to the many community volunteers who came to count the homeless in Sacramento County. The data will not be available for 5-6 weeks. We will post the report to this website once we receive it.

Laverne Adolfo Housing Programs for Former Foster Youth

The Laverne Adolfo Housing Programs for Former Foster Youth provide an array of housing and supportive services to former foster youth aged 18 through 24 who have "aged-out" of the foster care system.

Sacramento County and Cities Board on Homelessness

The goal of the Sacramento County & Cities Board on Homelessness (SC&CBoH) is to reduce homelessness in Sacramento County by developing and supporting a Continuum of Care Homeless Plan.

The SC&CBoH was established in October 1998 to ensure a coordinated and systematic approach to our homeless problem, and facilitate community collaboration to cooperatively address solutions.

Ten Year Plan to End Chronic Homelessness

Winter Shelter Program

The Winter Shelter Program provides emergency overnight shelter for Sacramento County's homeless men, women and children when other local shelters are full during the cold weather months. The goal of the program is to provide nightly dry shelter and two meals. Volunteers of America (VOA) operates the housing and meal components under contract with the Sacramento County Department of Human Assistance.

Shelter Plus Care

Shelter Plus Care is a housing subsidy program of the County of Sacramento’s Homeless Program, providing supportive housing for homeless disabled individuals and families.

SPC opened in September of 1995. It is run by the Sacramento County Department of Human Assistance and funded by HUD. SPC requires case management of all eligible participants.

Shelter Plus Care is designed to bridge the gap between disabled homeless persons and independent living with:

  • Motivated individuals and families
  • Housing subsidies for disabled homeless persons
  • Case management services for participants
  • A cooperative effort between:
    • Landlords
    • Government
    • Community Service Organizations
    • Participants
