Fulton Avenue Bureau Ties for Award as Best Public Project

At the Business Journal's 2004 Best Real Estate Deals award breakfast on Friday, March 4, it was announced that the DHA Fulton Avenue Bureau was the co-winner of the award for the 2004 Best Public Project.

At the Business Journal’s 2004 Best Real Estate Deals award breakfast on Friday, March 4, it was announced that the DHA Fulton Avenue Bureau was the co-winner of the award for the 2004 Best Public Project. Accepting the award on behalf of DHA was Dan Kim, Deputy Director.

Joel Burstiner, Facility Manager for the Fulton Avenue Bureau, was pleasantly surprised when the award was announced.

“I was happy I was able to represent DHA with Dan Kim at the award presentation, not for myself, but for the department,” said Joel. “This project was able to succeed so well only because of the support from executive management, and particularly Sandy Carli, Joe Lienert, Marilyn Wacholtz, and the ‘E’ Bureau staff who worked so hard and diligently on the bureau'’s planning committee. They all share in this great honor.”

Judging for the award was based on community impact, difficulty, creativity/design, smart growth/land use, size/cost and financial backing.

The Fulton Avenue Bureau opened in April 2004 and serves Medi-Cal and CalWORKs clients. The project tied with the City of Woodland police headquarters.

Under construction since October 2002, DHA’s newest facility was officially occupied on Monday, April 12, 2004.

Relocating from their obsolete building at 65th Street and Folsom Boulevard, staff shut down operations the previous Friday and completed the move over the weekend so they were ready to provide a full range of services to their clients at 2700 Fulton Avenue on the morning of April 12.

The new facility provides a larger and more comfortable lobby for clients, as well as a Child Waiting area where clients can leave their children with trained professionals while they meet with their counselors.

In addition, the new facility offers meeting rooms which can be used by local community groups, Job Club meeting rooms (including a computer facility to assist clients with their job search needs), as well as a larger and better equipped working environment in which staff can perform their duties helping clients find work to get off welfare assistance.

March 2004

Fulton Ave. — March 2004 Update
  • Exterior paving is being done March 5.
  • Exterior stucco and masonry work has been completed
  • The exterior Spanish-style light fixtures are now being installed.
  • The changes required by the Fire Department will be completed within the next few days.
  • Finishing touches on the lobby such as glass windows, lighting and protective coverings should take one more week due to scheduling delays.
  • Some audio-visual equipment has been installed. The contractor still needs to deliver and install the rest of the equipment.
  • The estimated date of completion by the contractor is March 12. Punch list work (items needing repair or correction) noted by the contractor has been started. DHA has also started its own punch list. It is anticipated that completion of all punch list items would be around March 26.
  • Based on the agreement resulting from the “Meet and Confer” sessions, the anticipated date of the relocation of staff from 6620 Folsom to Fulton remains at April 2, subject to the Lessor’'s receipt of an occupancy permit and substantial completion of punch list items.

Fulton Ave. — February  2004 update
  • The Herman Miller furniture is being installed and will be done in about one week.
  • The carpet and vinyl flooring have been installed. Accent tiles are currently being added.
  • The lobby tile installation process is 95% completed.
  • Exterior stucco and masonry will be completed by Feb. 13.
  • It will take about three weeks for the voice and data systems to be fully installed and tested.
  • The changes required by the Fire Department are underway and will be completed by the end of next week.
  • The estimated date of completion is late February. This would result in the lease commencement date being about March 10.
  • Subject to the results of the “Meet and Confer” sessions scheduled for the end of February, the anticipated date of the relocation of staff from 6620 Folsom to Fulton Avenue April 2 at the earliest.

Fulton Ave. — November 2003 update
  • Installation of the T-Bar ceiling tile and countertops should be completed in the next two weeks.
  • Carpeting is expected to be installed starting mid-December.
  • Gas and electric service expected to be connected by mid-December.
  • The estimated date of completion is still mid to late January 2004.

Fulton Ave. — August 2003 update

If you drive by the construction site you’ll see much progress on the new Fulton Avenue building.

The mansard trusses, landscape sprinkler system, and fire sprinkler system are in the process of being installed, as well as the heating and air conditioning systems. Work on the window framing and flashing has started. The roofing and stucco coating will begin in early September. The estimated date of completion has been moved up to the end of January 2004.

June 2003

Fulton Ave. June 2003 update

As of the last week in May 2003, progress can be seen with the footings in place and preparation work being done to pour the building slab within three weeks.

The electrical and all other underground work has been approved. In-slab work, curbs and irrigations system work should begin next week. The construction of the retaining wall has begun. On the interior, staff is busy selecting floor and counter designs and colors.

Fulton Ave. — May 2003 update

While waiting for approvals and building permits from County Planning and the Sacramento Metro Fire Department, work continued on the underground utilities and drainage installation.

Unfortunately, an early May rain storm hindered efforts to begin pouring the footings and slab. As a result of the rain delays, the completion date has been pushed back to late Fall 2003.

Meanwhile, DHA General Services staff, volunteers from the bureau who will occupy the new facility, as well as staff from County Public Works' Architectural Services Division, are tackling the job of selecting carpet, tile, furniture, and equipment for the new building.

The contractor has started installation of the underground utilities, e.g. sewer, water, telephone, gas, and electrical pipes and lines. This work should be completed in three to four weeks.

County Planning has requested that the plans be resubmitted, with all of the changes discussed to date included, before the building permit review process can continue. The permit should be issued in early January 2003.

The slab pour is expected to occur the end of January, early February 2003, with an estimated target completion date of late September 2003.

The Department of Human Assistance (DHA) is close to finalizing a lease with the owners of the Coral Reef Lodge property located at 2700 Fulton Avenue.

The DHA office currently at 6620 Folsom Blvd. will eventually be relocated to the Fulton Avenue site.

The proposed one-story, 46,000 square foot building is being designed to reflect the Spanish design of the original Town and Country Village. The building will incorporate the use of stucco, adobe stone blocks and tile roofing for its exterior facade.

The property owners have started demolition of the Coral Reef Lodge in preparation for new construction to begin this summer. DHA expects to take occupancy of the new facility by July, 2003.

The owner intends to create a park like setting by planting more than 200 trees and restoring the nearby creekside from it's current overgrown condition, to it's native habitat.

Board of Supervisors approves Coral Reef EIR

Sacramento County Board of Supervisors unanimously approved the Environmental Impact Report and rezoning request by the developer/owner for the Coral Reef Lodge property to permit office use.

The Department of Human Assistance is considering this site as the location for the relocation of the bureau currently located at 6620 Folsom Blvd.

As part of the approval agreement, the developer/owner has agreed to pay the County $40,000 toward the installation of a pedestrian traffic light to permit RT users to better access the site.
